Elevator Flutter At High Speed Implementation VNE restrictions are required by Action 1 immediately and is MANDATORY. The limitations on VNE can be lifted by completing Action 2 of this AD. Action 2 is recommended by not mandatory. Background Grob issued three service bulletins with respect to elevator flutter on Astir III aircraft. Service Bulletin MSB306-36/1 initially grounded operation of the Astir III aircraft. Service Bulletin MSB306-36/2 permitted operation of the Astir III aircraft with a reduced maximum speed VNE. Service Bulletin MSB306-36/3 allowed operation with the original VNE after additional mass balance is installed into the elevator and ailerons. Issue 3 of this AD clarifies that Action 2 of this AD is not mandatory provided that Action 1 is complied with.
